In the 35th episode, "Bunbunido Mankoku Dooshi" (The Two Arts of Literature and Martial Arts, the Thousand Koku Comprehensive Strategy) mocks Sadanobu's (Inoue Yuki) politics. However, when Sadanobu sees this, he misunderstands it, and instead the reforms gain momentum, leaving Tsutae (Yokohama) with mixed feelings. Meanwhile, he learns from the Yomiuri that Sadanobu has become an assistant to the shogun.
Utamaro (Shota Sometani) reunites with Kiyo (Fujima), who once collected paintings from an abandoned temple, and has a change of heart. At Edo Castle, Ienari (Kairi Jō) fathers a child with a maid from the inner palace... and so on.
At the end of the episode, narrator Haruka Ayase's voice explains, "Then the year 1 of the Kansei era was renamed Tenmei. 'Oumugaeshi Bunbu no Futamichi' (Oumugaeshi Bunbu no Futamichi), which contains further satire towards Etchu-no-kami, is completed. This marks a turning point in Tsutaya's fate." Then, as if to symbolize something, a kite with its string broken falls to the ground, creating an ominous turn of events.
