After the eight-year "atomic bomb trial," Torako (Ito) and her friends form a legal team with Iwai (Cho Minhwa) to provide relief to victims of the atomic bomb.

In 1968, Torako visits Takigawa (Takito Kenichi), who is suffering from an illness and concentrating on treatment, and Takigawa is concerned about the growing calls for "harsher punishment of juvenile crimes."

"Wings on a Tiger" is an original story based on the life of Mibuchi Yoshiko (1914-1984), Japan's first female lawyer and later a judge. This legal entertainment depicts the heroine, Torako, and her friends forging a path where none existed in difficult times, saving lost children and desperate women.
