In the country known as Hinomoto, the Shogun, the head of the samurai class, ruled the country instead of the Mikado or the nobility. However, after more than 100 years of the shogunate, the Shogun became a figurehead, and real power was held by the regent Kitataka (Awane).
The Gono Mikado (Furuta) attempts to overthrow the shogunate in an attempt to reclaim power, but fails. He is captured and exiled to Okinoshima Island. Kairi (Nakamura), a spy for the shogunate, reports the Mikado's condition to Kitataka and asks to retire from his role as a spy for the last time.
