In the story, Ukyo (Mizutani) visits his favorite tea shop and is reunited with Ura Shinroku, a fixer in the political and financial world who Ukyo is wary of. Urakamika is a character who appeared in the final episode of the previous season, "Season 23," and is played by Katsuya Maikuma. He has more influence than Tokyo Governor Kazuoka (Jin Jin Katagiri), who was close to becoming prime minister, and is described by Miyako (Yukie Nakama) of the Cabinet Intelligence and Research Office as a "new generation fixer." Some fans see him as the "final boss" of the series.
